Regular Board Meeting, October 01, 2007

 

The Parsons City Council met for its regular monthly meeting, Monday, October 1,2007 at 7:00 p .m. at the City meeting room Mayor Tim David Boaz called the meeting to order.

Motion to dispense with the reading of the minutes of the previous meeting 

and to approve as handed out by, Joseph Fisher.  Second Reading by Dale Reynolds

Motion to approve financial statements September 2007 by, Dale Reynolds, Second by Dwight Lancaster Vote:  All Ayes.

Community Forum:

Communications from Mayor: 

Jason Rushing Parsons Centre UTM Director gave a report on the college.  He stated that we were half way. Spring classes will be starting with 35 enroll. Two of the students will be close to graduation in the spring or summer.  We are working on nursing program LP to BS program.  If everything goes well we may need to use rooms at the municipal building, and look at scheduling classes in the daytime or early afternoon classes for students.

 

 Report:  Annual Peavine Cultural Arts & Craft Festival –Judy King

Mrs. King stated that we stayed within the budget, and we had a very successful event. Look forward having it again next year.  Mayor Boaz then presented a certificate of appreciation to Mrs. King.

Decatur County Chamber report from Bridgett Scallions –She stated that the Decatur

Chamber was going great.  She stated that she had attended the Governor’s conference on the three –star program.  A leadership class will possibly began November 1st with people touring City and County Governments

1.      Second Reading on Ordinance No 273An ordinance to amend the City of Parsons Zoning map to zone properties located on State Route 20/Main Street B-1 (General Business). Motion to pass this ordinance on second reading by Joseph Fisher Second by Dale Reynolds. Vote: Mark Davis –absent, Joe Don

Regular meeting October 1, 2007

New Business:

  1. First Reading on Ordinance NO: 274 An ordinance to amend the City of Parsons Zoning Map to zone properties located on Highway 69 and McMurry road to B-1 (General Business) Motion to pass this ordinance on first reading Dale Reynolds Second by Joseph Fisher. Vote:  Mark Davis-Absent, Joseph Fisher –Aye, David Wilbanks-Absent, Harold Fisher-Absent, Dwight Lancaster- passed due to personal conflict. (part of this property belongs to Mr. Lancaster) Motion failed to pass due to not enough members presented.
  2.  Mayor Boaz stated that T-Dot would not waive the informality of TDOT pre-qualification requirements prior to the bid opening. This means that Graves Construction Company does not qualify even tho they now are in compliance.  Motion at last month’s meeting gave Mayor Boaz authorization to with lowest bidder.  Mayor Boaz stated he would proceed as council had requested.  Council members stated for Mayor to award to lowest bidder.
