Regular Board Meeting, July 2, 2007
The Parsons City Council met for its regular monthly meeting, Monday, July 2, 2007 at 7:00 p .m. at the City meeting room Mayor Tim David Boaz called the meeting to order.

Motion to dispense with the reading of the minutes of the previous meeting
and to approve as handed out by, Joe Don White. Second by David Wilbanks

Motion to approve financial statements May 2007 by, Mark Davis, Second by Dale Reynolds Vote: All Ayes.
Presentations: Mayor presented the following employees certificates: Tommy Grice-
Grade II Wastewater Collection System Operator, and Ritchie Pratt-Grade II Distribution System Operator.
Community Forum: Michelle Byrd requested that she be
allowed to black -top the alley North of Sacred Heart Café & Bakery;
located at 278 Tennessee Ave South at no cost to the City of Parsons. This is
the alley between her business and the Collector’s Shop.
Motion by Mark Davis to grant this request at no cost to the city. Second by Joseph Fisher. Vote: All Ayes
Phil Barrett addressed the council on the Downtown Project. Mayor Boaz stated that we would come back to this after the other business was finished which will allow more time for discussion.

Item I: Resolution No:
07-02-2007-1 A Resolution authorization the purchase of natural gas from
Tennergy Corporation: Approving the
execution and delivery of a natural gas supply agreement and other documents
relating to said purchase; Approving certain documents relating to the issuance
of bonds by Tennergy Corporation to procure gas supplies and approving certain
contracts and agreements relating thereto and relating to the management of gas
supply; and consenting to the assignment of certain obligations under the
Natural Gas Supply
Agreement in connection with the issuance of said Bonds. Motion by Mark Davis to

Item II: First Reading on Ordinance No: 271- An
Ordinance to amend the City of Parsons zoning map to zone property located on
Camden Road R-1 (Low Density Residential) Motion to past this ordinance on
first reading by Dale Reynolds Second by Dwight Lancaster. Vote:

Resolution No: 07-02-2007-2 Entitled A Resolution authorizing the City
of Parson to participate in the TML Risk Management Pool “Safety Partners” Loss
Control Matching Grant Program. Motion
to pass this resolution by Mark Davis.

Entitled Resolution Electing Director to the Board of Directors of Parsons
Memorial Garden. Motion to pass this resolution by Harold Fisher. Second by Dwight Lancaster Vote: All Ayes.
Discussion on Downtown Enhancement:
Mayor Boaz turn the discussion over to Council Joe Don White who stated that the purpose of the discussion was to bring everyone up to date on the Downtown Enhancement Project, since the project began in 2002.
Randy McKinnon with TLM & Associates, architects on this project stated that bids would be open July 10th. The City Council will have a chance to look at everything, and they would be the ones who would vote on what will done based on the cost.
Mr. Kinnon also stated that over the past 5 years T-Dot has some rule changes which cause the project to be delayed, prices of materials have also increased. In order to stay in budget and to met T-DOT’S standards, portions of the project have been eliminated that were in the original plans. The plan now includes improvements from 2nd to 6th street, and consists of sidewalks and media with landscaping. Mr. Kinnon added that the bid process allows for flexibility and additional improvements could be done on a unit price basis.
Tom Norris expressed his disapproval in the changes that have been made. He also
Stated that the culprit seem to be the median. McKinnon responded that it was not just the median, it was the T-DOT other issues.
McKinnon also stated that since this was done in unit prices that it might be possible change the project to allow going to 9th Street below the Municipal Building.
Phil Barrett, who has business property in this area read a portion of a petition that he stated was signed by 264 people. The only part that was submitted for minutes is the following statement with no names:

To the Mayor and
City Councilmen of Parsons, Tennessee
We the undersigned citizens of Parsons, Decatur County,
or the great State of Tennessee support the City of Parsons Downtown
Enhancement Project. We do not support
a 14 foot median or a median of any width in the center of downtown Tennessee
Avenue, State Highway 69; a state highway belonging to all citizens of the
great State of Tennessee. We feel this will be a safety hazard, further congest
traffic at peak times, hinder emergency vehicles, and hamper senior citizens
navigating the busy downtown area. We
all due respect we ask the Mayor and City Councilmen of Parsons, Tennessee to
approve the Downtown Enhancement Project without a median in the middle of Tennessee
Avenue in downtown area.
No votes were taken on this project. Bids will be looked at, and council will
decide what will be done on this project at a later time.
