Regular Board Meeting, August 6, 2007
The Parsons City Council met for its regular monthly meeting, Monday, August 6, 2007 at 7:00 p .m. at the City meeting room Mayor Tim David Boaz called the meeting to order.

Community Forum:
Communications from Mayor: UT Martin Project report: Jason Scott, County Mayor, and Mayor Tim David Boaz met and signed an inter- local agreement. Melvin Taylor represents Decatur County, Tom Leitch- City of Parsons, and John Ayers is representing the Ayers Foundation.
Jason Rushing, UT Director of the Parsons’ UT Martin Center, stated that there was a positive partnership with County, City and local people taking pride on working hand-glove. Thanks for all the support. Mr. Rushing stated that the teachers have been employed. The Parsons UT Center has 68 students and 493 credit hours.
The goal was for this time period was to have 70 students and 210 credit hours. Everyone was very impressed with the numbers since the credit hours have more than doubled.
Tom Leitch stated that it was an honor to do this, and start up has been positive.
We have had one meeting, and will be having another one a week from Wednesday.
We have been going over the nuts and bolts of construction, and it looks promising –
19,000 square feet on eight areas-North of Deerfield Inn- with plenty of sidewalks.
Melvin Taylor stated that he hopes the project will move along, and that people can stay here and get a college education.
Final Note from Tom Letich –May 2009 is our goal or hopeful before to get a college going in Parsons.
Dennis Henderson, engineer of the project, stated they were focused on giving back to the community.
Report: Annual Peavine Cultural Arts & Craft Festival –Judy King
The festival will be on September 21st & 22nd
Downtown Parsons with West Second and East Second Streets being closed
off. Friday Night we will have the Van
Dell’s a 50’s and 60’s group. Saturday night we will end with an old fashioned
tent show “The Return of Aunt Susan”.
We will have Gospel Groups, Blue Grass Groups, George Haggard’s Group, West Tenn. Idol, Show Time Band-Dale King, Talent Contest, Beauty Show, Cook-offs, Bicycle rides, Motor Cycle Rides, a Kid’s Zone behind Farmers Bank with, a merry-go-round, games entertainment. Civic and Church groups have committed to do the food. We will also have area with crafts etc.
Local Business –Phil Barrett and Joe Don White
Phil stated that the business people would support the festival anyway that they can. With gift give aways and special sales. He also stated that they would meet next Thursday week to expand on this and organize events. Debbie Montgomery is the point person.
Joe Don White-Decatur Chamber stated that Bridgett will be helping to promote hospitality and will work with Judy King to promote the festival.
Mayor Boaz stated the committee will meet every Thursday at 12:00 Noon to work on the festival. Contact Judy King at City Hall if you would like to volunteer or have any kind of in-put.
Old business:
Discussion on Downtown
Enhancement and award bids if Council so desires:

stated that two bids were received on the project.
Graves & Graves

Barnes & Brower,
Inc.-Memphis, Tenn. ----$1,132,432.46
Both of these bids are
over the budget, but since we have taken these bids by unit prices, and the
bidders do not know what these prices are we could re-bid this project in hopes
that we would get a lower bid.
1. We could do this project in phases adjust quantities
-Fourth Street towards Main
sidewalks
–lighting- no medians. Look at the
prices to see if it would produce what is in the budget project if so we would not have to re-bid
2. Accept or throw out and re-bid project –phase project. –keep all concepts,
change scope make a manageable project going thru a re-bid will save
money, and do unit price on the re-bidding.
Motion by Mark Davis to re-bid the project Second by Dwight Lancaster. Vote: All Ayes
This will be advertised as soon as possible. Opening would probably be around August 30 or 31st.
Regular Meeting August 6, 2007
New Business:
1. Mr. Bob Thornton with Nelson –Thornton Consultants of Jackson, Tennessee
came before the Council to talk about the Home Grant Program-see attached
sheets. Mr. Thornton worked with the City of Parsons in 2000 on a home grant.
At that time we received money to build some new homes, and to do repair
work to others. Mayor Boaz appointed Joseph Fisher as Chairman to work with City
Recorder on this project, and bring back to the board for the September 10th
meeting.

Beech River
Airport Board appointment is due. Mayor
Boaz stated that he would like to re-appointed H. L. Townsend to the board, and
appoint Dale Reynolds to replace Mr. Jim Ayers who has asked to be taken off.
Motion by Dwight Lancaster to approve these appointments Second by Joseph
Fisher. Vote: All Ayes

First Reading on Ordinance No 272 An ordinance of the
City of Parsons appropriating Funds for the Fiscal year July 1, 2007, through
June 30, 2008 and establishing the property rate for the 2008 fiscal year.
Motion to pass this ordinance on first reading by Mark Davis Second by Dale Reynolds Vote: Mark Davis-aye, Joe Don White-aye, Joseph Fisher-aye, Dwight Lancaster-aye, David Wilbanks—aye, Dale Reynolds-aye, and Harold Fisher-aye.

Mayor stated
that he would like to appoint Dwight Lancaster, Dale Reynolds, and Harold
Fisher to the Public works committee.

Item 2: Decatur County Mayor Jason Scott requested
that the City Council give permission for a letter saying that the City of
Parsons would be willing to donate 25 acres to Decatur County from the old
Parsons Airport located at the Scott-Gibson Field for a Sports Complex. This letter is needed so that it can be
submitted in a grant package for funding of this project.
He stated that he
had talked to Bill and Diane Brown (Decatur County Aviation) who has the
airport leased until 2009, and they stated they would be willing to release 25
acres for this project back to the City of Parsons so that it could be donated
to the County. Mayor Scott said that
Nelda Prichard has been having several input meetings all over the county, and
this was one of the things that the citizens wanted to happen. Motion by Mark Davis to allow this letter to
be submitted to help County to get funding for this project Second by Mark

PUBLIC HEARING AUGUST 10, 2007 AT 4:30 p.m.
Pursuant to Tennessee Code Annotated Section 13-7-203 notice is hereby given of a public hearing to be held by the Council of the City of Parsons on the 10th day of August 2007 at 4:30 PM in the Parsons Municipal Building The hearing is to receive public input into proposed amendments to the Parsons Municipal Zoning Map rezoning property located at 85 Camden Road R-1 (Low Density Residential).
Mayor Boaz called the public hearing to order. Present Mark Davis, Joe Don White, Harold Fisher, Dale Reynolds, Tim David Boaz, and Judy Daugherty.
